The Utelian is a general organisation of the sapient creatures within the Weilovian Plane based around the loose phenotypical characteristics of said creatures. The Utelian was created by and is regularly updated by members of the Utelic Council, as housed within the city of Aurys.
The races as featured within the Utelian[1][2] are: Antlc, Aqaryno, Bovidyn, Drace, Equison, Falcer, Fincoe, Huihkan, Kaywen, Kitsu, Kroktal, Luprys, Lycan, Pyciz, Rhynnym, Seriqen, Talfenis, Urynra, and Wevisol.
The Utelian is open for updates once every fifty years for a month long period, during which the Utelic Council may openly discuss any possible additions or removals from the Utelian. This period is commonly held during Ysiik, to allot Intermission for the counting of votes and revision on papers. Commonly, no changes are made, the most recent addition was Kroktal (separating from Lycan) in 2600S. The most recent removal was Echolan (merged with Rhynnym) in 2850S[3].
Some race propositions come up more than others, such as Mousteli, for raccoons/weasels/skunks, Sheoll, for turtles, Serrentys, for snakes and serpents, Cetalum, for whales, and to split Pyciz into Mosqep, for squid/molluscs, and Pyciz, for vertebrate fish.
While some races have a parameter aligning with a real-life taxonomic group, not all species of that given taxon are included within. These are for generalities sake and should be taken with a grain of salt. (An example is Antlc, which would include orcas in their parameters.)

Some categories of people cannot be sat within the Utelian, or are otherwise excluded for unique reasons. While these races are recognised by the Utelic Council, they are not accepted on most official papers and replaced instead with an "X." Non-Utelic Races range from fully separate species to Utelian adjacent titles awaiting deliberation by the council.

Parameter: artificial
Psiqar are an artificially produced species infused with machanical elements. The biological species, while always a blend between more than one species, said blend is directly dependent on the 'model.' Psiqar were initially a mistake, a failed transmutation between a Lycan/Talfenis hybrid experimenting with inanimate forms. Her mistaken form was later refined by the five Lycan Empires, stabalising the structure of the body to allow for mass production of this new, disposable infantry. These original Psiqars were dubbed Z3L0T[1] units, and deployed to end the first Empirial War. Following the Lycans' loss, Z3L0T production was halted and active units were released from command[2].
Psiqars were put into production again for the second and final Empirial War. Leading the front was the Urynran Empire, giving the units reinforced body plating, as well as on-body weapons. These were titled U71L[3] units; two variations were made: one was faster, based upon the initial Z3L0T model; the other was stronger and sturdier, based upon a Urynra. These variations were titled U71L-T and U71L-A respectively. U71L-T models were released from command at the end of the conflict; U71L-A models were kept in severely culled numbers as security for the remaining outposts of the Urynran Empire.
During a highly experimental period within the devolopment of the Unified Provinces of Birdenfell's infrastructure, shortly following the activation of the Synnal Sphere (and coinciding with the introduction of the Empowered), combatative Psiqars were put into production for the final time. Using the original 'balanced' hybrids of the Z3L0T as a base, these models were made for general effectiveness as militants. This model was given a diverse array of on-body, and well as advanced body plating; these were entitled T3MPL3[5] units. Rather than being explicitly controlled, T3MPL3 units were made to be fully autonomous and thus retain a partially biological brain; this inevitibly led to a loss of control, now dubbed The Year of Two Thousand[4]. Prior to this, however, they operated as both militants and as civil police, sporting brightly dyed fur depending on their militant branch (or simply a bright orange in the case of the civil police).
Post-militarisation, Psiqars were left as a second class citizen in any nation who had used them for war prior, or seen as dangerous outcasts to those who hadn't. This has led to remote villages/small towns of primarily psiqar; often built around one of the many, now-defunct, Psiqar production plants.
Psiqar are unable to reproduce, though they possess the proper organs to do so; similarly, while Psiqars can age, said ageing can be easily reversed through general repairs and maintainence. Food is required for a Psiqar's system to operate, alongside some form of arcana or electricity (though the former is far more common, the latter does exist). New Psiqar may be constructed using arcane life, though it is often frowned upon for Psiqar to be made by someone who is not, themself, a Psiqar. Newly constructed models are not given an official title and my follow the existing formats as closely or as loosely as the creator wishes.

As defined in the Utelian, alongside the recognised races are Classes of Predation. These, for the most part, are unused and outdated as sapience has stifled the primary hunting instict of the population. Even so, some organisations find the classes useful for things such as dormatory selection, job hiring, or athletic fairness.
Classification is split into two parts, Facing and Class. Facing is determined by an individual's race, Class is determined by an individual's species. Many species only look at a given person's class, as it is the most accurate to ancestry.
Classification is written as follows: Prey-facing Pred class (Pyciz, Great White Shark). Below is an up to date assessment of predation classes by race, as defined by the 2877 Meeting of the Utelic Council.

Some fall outside of the trinary, such as the Nonfacing Seriqen and Wevisol; these individuals should be exclusively classified. Additionally, self-transmutationalists and hybrids are faced by the dominant species[1] and classed as "Dual."
